Proposal:   For this year's Speech Contests - to allow in those Areas with 4 assigned clubs or less the two highest placed available contestants from each club to compete in an Area Contest. And similarly, to allow in those Divisions with 4 assigned Areas or less the two highest placed available contestants from each Area to compete in the a Division Contest.
