She has been a Toastmaster for 8 years and has served the District as Area Governor, Club Sponsor/Mentor, Club Coach, and presenter at the '06 "Reach Your Peak" Spring Conference. Joyce is an employee of the State of Connecticut Treasury as an Investment Technician. She is also a Commissioner of the Board of Education, Waterbury, CT (second term).
